Dell modem helper download

So I downloaded Modem Helper from Dell downloads and when I ran the download, the same thing happened the InstallShield Wizard box appeared briefly then went away and nothing else happened. Could there be something with my system that's causing it not to run, since I got the same result from both the disc and the download?

I found information on how to run it, but not how to download. The ironic thing is I don't need it - I have broadband - but every time I start Windows I get a message from InstallShield saying it is going to install it. Well, I say, go ahead and install it, but nothing happens.
